I think this is really good news for people that have lost their jobs and find it impossible to get new ones due to middle age and hence, no health care. I have never heard this proposal before but I think it is an excellent idea.

"In the paper, (Senator Max) Baucus calls for expanding three government health programs -- Medicare, Medicaid and the State Children's Health Insurance Program -- as well as opening Medicare to people ages 55 to 64. He also outlines new tax breaks for individuals and small businesses to offset the costs of insurance.
